The purpose of this EEO Public File Report (“Report”) is to comply with Section 73.2080(c)(6) of the FCC’s 2002 EEO Rule. This Report has been prepared on behalf of the Station Employment Unit that is comprised of the following stations:
WIZM(AM), LaCrosse, Wisconsin
WIZM-FM, LaCrosse, Wisconsin
WRQT(FM), LaCrosse, Wisconsin
WKTY(AM), La Crosse, Wisconsin
KCLH(FM), Caledonia, Minnesota
KQYB(FM), Spring Grove, Minnesota
The information contained in this Report covers the period from August 1, 2008 to, and including, July 31, 2009 (the “Applicable Period”). The FCC’s 2002 EEO Rule requires that this report contain the following information:
1. A list of all full-time vacancies filled by the Station(s) comprising the Station Employment Unit during the Applicable Period;
2. For each such vacancy, the recruitment source(s) utilized to fill the vacancy;
3. The recruitment source that referred the hiree for each full-time vacancy during the Applicable Period;
4. Data reflecting the total number of persons interviewed for full-time vacancies during the Applicable Period and the total number of interviewees referred by each recruitment source utilized in connection with such vacancies; and

Section 3: Supplemental (Non-Vacancy Specific) Recruitment Activities Undertaken
Family Radio, Inc., licensee of the above-referenced stations, has and will continue to be an Equal Employment Opportunity Employer. As required by Section 73.2080 of the Commission’s Rules, the stations have participated in several different recruitment activities to ensure broad outreach, including the following:
1 Internship Program (§73.2080(c)(2)(vii)). In March 2003, the stations established an internship program to attract qualified minority and other student candidates. Through hands-on training, qualifying high school or college students work at the stations learning about broadcast radio operations. The students also receive academic credit for participating in the program. We had 3 Interns on staff this time period. Two in programming and One in sales.
Qualifying referral recruitment: Advertisements encouraging minority groups to contact the stations to be listed on the Dissemination list are broadcasted on all six radio stations and also posted on our website.
Participation in general outreach efforts by an Internet program. Family Radio Inc. participates in the Broadcast Compliance Services EEO Compliance System, www.bcs-ok.com
Training program to enable personnel to acquire skills for higher-level positions. Theresa Timm and Corri Moran attended the Walker WBA Foundation Annual Management Institute. Both graduating this year.
UW-La Crosse Job Fair (§73.2080(c)(2)(i)). This event was held October 15, 2008 at University of La Crosse in Lacrosse, Wisconsin from 10am to 3pm. Theresa Timm, Sales Manager, Ken Cooper, Production Manager and Jean Taylor, WRQT Program Director represented the stations at a booth during the job fair. There were approximately 500 job seekers in attendance. Ms. Timm, Mr.Cooper and Ms. Taylor distributed information regarding employment at the stations to potential candidates for hire and accepted resumes.
UW-La Crosse Job Fair (§73.2080(c)(2)(i)). This event was held February 25, 2009 at University of La Crosse in Lacrosse, Wisconsin from 10am to 3pm. Rob West, KQ98 Program Director and Ken Cooper, Program Manager represented the stations at a booth during the job fair. There were approximately 500 job seekers in attendance. Mr. West and Mr. Cooper distributed information regarding employment at the stations to potential candidates for hire and accepted resumes.
Hosted Drive Through Job Fair . This event was held September 4th, 2008 between 4pm and 7pm. Promotional ads were run on all six stations beginning February 17th, 2008 encouraging listeners to plan on attending 35 businesses participated with approximately 400 people attending. Dick Record, General Manager, Jean Taylor, WRQT Program Director and Theresa Timm, Sales Manager were all there to help distribute materials and answer any questions
Wisconsin Broadcasters Association Scholarship Program – October 2008 (§73.2080(c)(2)(vii)). Program Director/News Director Scott Shaw, KCLH Program Director Sam Strong, and Production Manager, Ken Cooper performed an evaluation of program candidates and submitted those evaluations to the Wisconsin Broadcasters Association’s Education Committee. On-air commercials were run on each of the stations in order to notify the public of the scholarship program. Applicants were encouraged to contact the stations for information regarding the scholarship program and application materials were sent by the stations to interested candidates. This is a 2 year program. Family Radio Inc. also made a monetary contribution to the Wisconsin Broadcasters Association for the Scholarship Fund in January 2009..
WBA Job/Career Fair Job Fair (§73.2080(c)(2)(i)). This event was held January 28th, 2009 at the Monona Terrace Convention Center in Madison, Wisconsin from 8:30am to 10:30am. Bill Mann and Thomas Walker, President represented the stations at a booth during the job fair. There were approximately 111 job seekers in attendance. Mr. Mann and Mr. Walker distributed information regarding employment at the stations to potential candidates for hire and accepted resumes.
WBA EEO Workshop – “Avoiding Discrimination & Employment Terminations” – Winter Conference 1/28/09 – Monona Terrace,
Madison, WI Tom Walker, President, was in attendance on behalf of the
stations at this event
